Guam-In danger of Capsizing!

Discovered this over on Boortz.com (Nealz Nuze).  He posted a video of a Georgia congressman Hank Johnson. Now this guy represents the citizens of DeKalb, Georgia.  Recently, he was asking questions of U.S. Navy Admiral Robert Willard on the House Armed Services Committee.
In his questions, Congressman Johnson asked of Admiral Willard about the need of adding 8000 more people to the island of Guam.  The quote that Johnson uses, and dumbfounded everybody who was present, is the following one:  my fear is that the whole island will become so over populated that it will “tip over and capsize.”
Admiral Willard: “We don’t anticipate that.”
Hmmmmm.  In danger of capsizing?  Like the fighting back in World War Two would not have cause that?!  Checking the picture, I still see land area, no city development.  Then again, I just made a quick Google search for a picture of the island.
Supposedly, Hank Johnson used the comment as a metafor for the situation.  That is as good as any explanation that could salvage this comment.
One would think this was a April’s Fool Joke.  But sadly – that is not the case.  View the video on Boortz.com.
UPDATE:  This comes from neo-neocon.  Johnson and Willard were both connected to the movie “Top Gun”  and the two developed a friendship.  One that involves deadpan humor and the delivery thereof.  OK, its a private joke between the two gentleman.  I’ll leave it at that.       (http://neoneocon.com/2010/04/01/in-defense-of-hank-johnson/).
